I have had budgies over the years and had no problem taming them and teaching them to talk I got sunny last January when he was young he still backs of from me sometimes yet he will take food out of my hand he’s a very playfull budgie his cage door is open all day but doesn’t really venture out much he has plenty of room in his cage but still moves around the cage by clinging to the sides he never jumps from perch to perch any ideas I’m confused why after all his time he’s still like his he’s saying the odd words and copy’s my whistles I know birds have different ways I just don’t get it I spend everyday where he is thank you for any replies

Is he perfectly healthy? Does he fly? Some budgies simply are cage climbers; there doesn't necessarily have to be anything wrong with them, they just seem to prefer to get about in this way.
Has Sunny ever been more receptive to you? Again, all budgies are different, and while he is doing some things that indicate that he is happy with his surroundings, such as mimicking words and whistles, this might be all he is going to do. Some do not like interacting too much; a bit like some people, I suppose.

Yes he is perfectly healthy happy he can fly he will sometimes let me put my hand in the cage to stroke him but sometimes he backs off if I put my hand in the cage he will eat millet or fruit out of my hand he will step up if he does go on my hand but he won’t step on my hand in the cage only if he is sat on top of cage it’s probably just me with having other birds being more interactive or just might be time I do sit at the side of the cage not all the time but intervals

Most budgies will only allow touching if they are the ones doing the touching. He will remember this when out of the cage with the others. When you approach him he will think "I do not want to be stroked" even if this is not your intention. Budgies can be highly strung just like any being and you may have to respect his limits. When he backs off that is the line not to cross. It sounds like you have a very friendly flock including Sunny,

I only have sunny it’s previous birds that have been more tamed thanks for reply probably just time but he’s happy🐥
