Hello! So I have my budgie Toby for about 2 months now. At first got him to step up but then after two weeks or so he started to get more scared, but someone told me that this is normal so I started all over again. It started to turn out he wasn't so scared after all. But then he suddenly started with this new weird behavior. When I come near the cage he just jumps right to the bottom of the cage and sits there. Sometimes when I pet him he is just okay with it but sometimes he starts to "scream" (don't know the right word for it) and he lays down so I can't get him to step up whatever I try. he eats millet from my hand without problem. I really don't know what to do since he is not really scared but it has to have a meaning behind it probably?

He didn't get 'more scared' of you; he did get so that he felt comfortable enough to stop being so obliging. That's what he is doing now, as well, from your description. He doesn't want to step up, he isn't scared so doesn't move away, so what does he do? He crouches down so it is harder for you to press up against his belly and make him step up. He is being rather clever, I think and you are going to have to be a little more inventive in getting him to cooperate. Bribery is a good place to start.

Oooooh, so that's what it is. That's really good news for me actually I'll try with millet and I hope he will eventually step up. Thank you very much!

Here are photos from his yesterday's journey outside the cage. I left the cage open just to see if he's not afraid to come out and he did! So now I know he will probably want to go out more (He was tired after flying for a bit so he slept in the corner while I was studying XD)

Do you know for sure that Toby is a boy?? I'm thinking you might have a little girl there, but a photo taken straight on to his face might do better. What a sweetheart!!

That second picture sure makes sense for a female. In that position she can avert any unwanted attention, Nod nod, Wink wink.

Okay, so now I know why Felix(my other budgie) is so crazy around her XD Also, is there anything I need to know about hens? Anything special in taming/taking care of etc.? I've once read that they are more stubborn. Is that true?

The hens can be more ..... fixed in their ways, yes. They are generally more fiesty, but generally, all you need to do is what you would be doing anyway.

To clarify what I meant, hens can be more stubborn, yes, but the way around them is to be more stubborn than they are. Do all the same things you would for a male, just more of it and it may take longer. If she starts to lay eggs, then you might have to supplement her diet and look at ways to stop her, but for now she doesn't need anything different to a male budgie.
