Hi :-)
I've had a beautiful turquoise budgie named Jimmy for almost 2 months now. (He's about 3 months old). He's hardly scared of my hand and will accept treats and seeds from my hand, but he will simply not step up if I press my finger slightly above his feet, no matter how often I try.
If I put a treat a bit further away from him and put my finger in between, he will put one foot onto my finger, but whatever I do I cannot get him to put on the other.
I already tried using a clicker, treats, patience, petting him as a reward, and encouraging words, but he will not step up.
Any tips?

Two ways of going about this, and a little more patience. You can either continuing with the bribery, he doesn't get a treat until both feet are on your hand. You need to be practising training several times a day for short periods. Or a little more force is needed so that he has the choice to either step onto your finger, or he overbalances off the perch. It is not cruel, he has wings and will not fall. Most budgies are more than willing to step onto a finger that is annoying them because then that finger cannot be used to annoy them. Always have your treat ready for a stubborn bud.
Two months is not long in bird training terms and it is all about patience and practice. You need a lot of both.

I had best buddy of a budgie that was as tame as tame could be. He would climb all over me, stand on any part of my arm ,but, he would not step up on my finger for all the world. He would, however, step up onto the back of my hand without hesitation. Once he was out of the cage and playing around he would stand on my finger and not bat an eyelid. What I m saying is try offering the back of your hand to see if he will step onto it.

Yeah, when my mom was a child she also had a budgie (named Pfiffi) that would only step onto the back of her hand as well. I already tried offering Jimmy (my budgie) the back of my hand, but I think he definitely prefers a perch, or something perch-like. Tanks for the advice though!

Does he tap the perch with his beak before standing on it? Whiskers, the budgie I was talking about used to tp a perch if I was holding it.

Well, after I hold my finger/a perch in front of him for a really long time he starts getting interested and tries to see if it's food . Then he just leaves it alone again. Oh, and I tried some training today. I was pretty successful actually and I managed to convince him to step onto my finger and stay there for a while

I am also having this trouble I had my green budgie for almost 6 months now not even a dent in taming,
He eats from my hand that's it. When ever I do want him to step up he does not, He won't use the stick or my hand ;( he just acts smart and flys around the cage to the other end of the perch then if I do follow him with my finger (yes I move my finger slowly) he flies to the end of the cage and waits til I take my hand out then goes back to perching

everytime you offer the finger, say "step up" and push your finger into his chest, he will soon get the idea and you will say step up and he will be ready with one foot in the air.

Training needs to be consistent and ongoing. As many times a day as you can manage for for five-ten minutes at a time. Patience and persistence, and keeping calm. Plus treats for doing the right thing.

I will try but he keeps hoping around the cage when I get near he won't come to me I do try the step up method it's not working
Edit: He figure out if I come close to him, he can move to the back of the cage and stay and not move til I take my hand out
as we speak he is mocking me
