Charlie lost his tail feathers and they have grown back but as shown they look like darts, does anyone know if they will fully feather ( they have what looks like a sheath covering them apart from where the feathers are.

That does happen from time to time. From my experience the part of the feather where the keratin is still covering will be stuck to the sheath, and if you try to remove it, it will damage the feather, or the feather isn't well-formed anyway. Usually it is a one-off and the next time round a perfectly normal feather will grow through. I haven't had it happen quite as much as your Charlie's, it makes me wonder whether the bird may have been off colour when those feathers were developing, possibly missing some vital nutrients, or whether the follicle itself was having some issues when that/those feathers were developing, possibly such as ourselves and an ingrown hair. Whatever the reason, his next lot of tail feathers will most likely be perfectly normal.

I have had birds with feathers like this. I'm also unsure why it happens.

Update on charlies tail feathers, well they have finally burst open ( not really burst ) and are now near enough what i would expect so well pleased. Thanks for the replies.

That's good news, bud9. I was slightly concerned that the feathers under the sheath may have not developed properly.
