Hi, My budgies toenail has twisted upside down & looks like its poking her. It doesn't seem to bother her, but it bothers me. Is this something I can fix, should fix or will it fix itself. I originally assumed it would fix itself, but its been about 3 weeks now.

As long as it doesn't bother your budgie, i'd leave it.
Do you have a photo of her toes when she is on a branch/perch?

If she is tame, I would try gently sitting her toe the right way round so that the claw is facing the correct way. If you can do a little remedial physio with her now, you might be able to correct it, if not then the toe and claw could become more deformed over time, where it may start to affect her perching ability, or lead to a pressure sore that develops into bumblefoot.

Ok, with some serious patience, I was able to touch it pretty good. It’s pretty rock hard, I thought I would be able to twist it by hand, but I don’t want to push to hard. What would you do? Push harder, let it be, or pay outrageous vet bill?

What are you trying to twist, the toe or the claw? If you can give the toe a massage you may be able to loosen it up gradually, enough to be able to manipulate it into the correct position. If it is "rock hard" then it hasn't just happened, it has been that way for a while, long enough for the toe to become rather set in that position. All you can do is to try gently to massage and manipulate - don't force it. If the claw was poking into her abdomen she wouldn't be sitting in that way.
If you are not able to get the toe/claw back into it proper position you will probably have to clip the claw periodically as it will not be getting the wear and tear to keep it short.

I tried twisting the claw not the toe, but the claw is set in that position pretty solid & it moves her toe when I try to push the claw to face the right direction(down). I noticed her right toe (problem claw) does seem to be a little smaller than her left side toe. The claw is definitely set in that position pretty good. I will try massaging the toe tonight & see if the claw loosens, but my best guess is it won't loosen up. I'm going head out to PetSmart now to get some clippers & some blood powder (just in case), but i'm pretty confident I can do an excellent job. I can see the pink portion on all her claws. Do you guys/girls use bird clippers or regular toenail clippers? Here are 2 photos of her perched in the cage.

Just use an normal pair of clippers for people just don't obviously cut into the pink centre where the blood is. Just take the very end sharp tip off.

1st time cutting her claws, I got her 4/19/19. She mounted last month. I watched quite a few videos & read a few forums. Am going to go for the clip while perched on my finger. Seems the easiest & she will let me touch her feet pretty good. Will probably take a day or 2 to get her comfortable with the clippers down there tho.

There is no need to clip the claw right now. The time may come when you will need to, if you cannot manipulate the toe so that the claw is facing the right way. Of course the claw is not going to move - it is the same as a finger nail on your hand, you can't move that around. But ... the toe may be able to be straightened so the claw is not an issue.
If you do decide to clip the claw anyway, you will only be able to take a very small bit off, just the very tip, without making the claw bleed, and be aware that all this is going to cause trauma and cutting the claw short can be painful for the bird, even if there is no bleeding. The nerves will be closer to the tip of the nail and many birds will favour a foot after having their claws trimmed.

ladybird, I've had her 6 months & she was maybe 2-3 months old when we got her @ PetSmart. She also has 2 blue tail feathers & blue & yellow under the wings, not sure if a lot of the green 1's have blue under their wings; probably, looks cool when she flys tho. Hezz, cool, I won't cut the claw(s), I noticed they seem to trim themselves for the most part. I did pick up some Kwik Stop Styptic Powder for $13.99 @ PetSmart & they were out of the clippers anyways. I saw a cool video of how some girl clips the claws, she gets the budgie to perch on her finger & used regular toenail clippers & snipped the claws as the budgie was perched on her finger & the bird didn't even really notice. It does kinda roll like half way to the correct position with some massaging of the toe, but the nail is definitely set, I guess as she grew the toe went defective, bc that toe is smaller than her left toe. I'll keep massaging it & see if it will eventually turn around; even a little. I'll follow up after a week or so. Here are 2 cool pictures of her.

Be very careful about using styptic powder on birds. It can cause the blood vessels in the region of the injury to constrict and lead to deadening of the flesh in this area. It is advised that the powder, if used, be washed off the area soon after the bleeding has stopped.
Keep trying to massage and manipulate the toe. It is quite possible that you will be able to help this little girl not have to go through the (possible) trauma of having a claw causing problems (having problems gripping a perch in certain circumstances) or needing to be trimmed on a regular basis.

I didn't clip the claws & couldn't get it to turn around. I guess it is what it is; it doesn't seem to bother her.
A side question, the bird whines/whimpers very often. Any reason why they whine? Like tonight, she is sitting on her favorite light perch & I have been doing work on the laptop & she has made the sound maybe 25x in the last 2-3 hours.
She also makes a ttssskkk sound when I walk away from the cage after hand feeding her. I will feed her a millet for like 15m when I get home from work & when shes done she hops of my hand, so I put the millet away & get up from the chair by the cage & then I get a ttssskkk as i'm walking away.
