my budgie has this (on the picture a bald spot) she keeps scratching it and after that she sneezes) it has been hapenning for a few months now, we’ve been to the vet many times but they didnt find anything suspicious... After she sneezes, it looks like there are mucus in the throat shes trying to get out or something... Did anybody experienced this with your budgie?

If the vets didn't pick up any infection or irritation happening with her, I'd suggest that the rubbing has become a bit of a habit - sneeze then rub that side of her face. Does she have any discharge from her nostril(s)? It is also possible that she has an on-going sinus infection, these are notoriously hard to clear up in budgies.

No she scratches the bald spot then sneezes. She doesn’t have discharge on her nostrils I hear her sneeze it’s like a think/thick sound liquid.. What can I do?

It might have become a bit of a Catch 22 situation - rub because she is itchy from new pin feathers coming through, but the rubbing is breaking them before they can properly form. Just a thought. What is she rubbing her head on?
I'm not sure there is much you can do regarding the sound of her sneezes. You could try putting her cage into a steamy bathroom for 10-15 minutes a few times a day. This can help with clearing out their airways.
