I have a two year old parakeet with a puffed out chest. He is acting normally, although a bit grumpy. He has also been molting. His chest will sometimes come closer to his chest, but not all the way. Should I be concerned?

When is he doing this? When roosting to sleep or all the time?
Some of mine do this when they go to sleep, eyes closed, one leg up and chest puffed out.
One bird I had use to walk around with her chest puffed out constantly, she was healthy.
What are droppings like? Any cause for concern? Still eating and drinking OK? The moult could explain the grump.

It’s when he’s awake too. The puffed out chest might have been going on for a few days, but we only really took notice today. His eating and drinking is fine.

I can try to get a better picture if needed, he was angry about his toy being moved. His droppings look fine and he is eating, drinking, and moving around. He is also still making sounds, but is a little grumpy and doesn't want to come out.

Have you felt the lump? Does it feel as though it is squishy with fluid, filled with air, or a hard lump? It could be a number of different things, and you might be best to get him looked at by an avian vet.
