So I have been trying to tame my young budgie for 2+ months. He knows how to step up. He will fly off my finger if I try to take him out of his cage. When I make him step up inside his cage he bites. When I have my pointer finger inside the cage he runs over, hops on, and starts biting me and bobbing his head. What is this? And how do I fix it??

He is checking your finger out. How hard is the bite? Budgies use their beaks to assess whether the offending object is a threat or not. If it was a true bite you would know it. Just let him taste your finger as long as it is not a hard bite. If it is shake your finger and say "No". Will he come to your face if you talk gently to him through the bars? Budgies don't realize that our face and our hands are the same person. If he is coming up to your face through the bars then he is accepting of you. Only then start SLOWLY putting your hand on your face to show him hands are no threat. When he is ok with your face and your hand on it then try your hand in the cage (with millet). Slow and steady.

BertieB has never allowed me to take him out of the cage on my finger, although he's quite happy to step up inside the cage. He spends most of the day out anyway, just going in to eat, drink or for naps. Outside he will sit on my finger, nibble my nose, and let me beatbox on his tummy. In fact, he makes 'pshaw-bop' noises and I think he is asking me to do it - he seems to enjoy it.
