So I have three budgies, one hen, two males. I recently moved the second male in after quarrntine and everything is going well, they are all being friendly to each other. One day, I noticed my two male budgies doing head bob to each other. My new male budgie, Snowball, was doing beach to beach with Lemon and head bobbing while chirping. I don't know why they are being so friendly with each other, could it possibly be that one of them is female? I know it seems pretty unlikely because they both have purple/blue mutated ceres but I just want to make sure. And if they both are males, why are they doing this? thanks for any responds, I have put some pictures in as well.

Budgies of the same gender do talk to each other, sometimes preen each other, even feed each other at times. It is normal budgie social behaviour.

Like Hezz said, they both look like males but budgies can be very good friends and can exhibit this behavior regardless of gender. My two female budgies act like "mates" and preen each other a lot. They are both very beautiful boys!
