Hi everyone. I got a 8 week old budgie one week ago (9 weeks now). He was scared when we first got him but we covered his cage and left him be. I would change his food daily and sit next to his cage and talk/sing to him and he eventually got more comfortable and would eat and drink etc. He has remained on the bottom of the cage the whole time thoigh and has not got onto his perch yet. When should I be worried that he hasn’t gotten up on his perch?
He has jumped out of the cage by himself twice because he was excited. Usually though he just sits at the door of the cage (we always leave it open). Some friends of mine and the breeder I got him off have said I need to just take him out of the cage and get him used to being handled (he was hand fed as a baby). But everyone on the internet says I will destroy my trust with him if I do this? What is the best course of action here? I am worried he will get too comfortable with the cage if I leave him and will never want to come out.
I have also tried millet with him but he’s not interested in it. He just sits and stares at it for 15 mins and then I give up. Any advice ?

Got a photo or two? Can he fly? A nine week old budgie should not be sitting on the floor of the cage. It should be perching and climbing the bars of the cage even if it can't fly.
As yet this budgie doesn't have any trust in you to be destroyed; you haven't been around long enough for that to develop. I agree with the bird's breeder - take him out of the cage, show him the confines of the room to help him orientate himself, but at this stage I wouldn't handle him too much besides having him perch on your finger or shoulder.
