I am not sure about the budgie’s age, but it always has had a light blue cere. But recently their cere is becoming a vibrant purple. Are they male?

I’m not sure that’s clear enough, for me to say. Others will be on later, who will know

How old is your budgie? He doesn’t appear to have irises yet but his eyes are also partially closed. I want to say he does look like a boy, if he is very young as I also expect. The rings around the nares look pale blue to me, not white, but the lighting is not very good.
A young female budgie will most commonly have a pale powder blue cere but obvious white rings around the nares. If the nares are pale powder blue, it is a boy. Baby boys most commonly have pink or purplish ceres, either with even tone all the way up to the nares, or with paler pink or powder blue around the nares, but never white.
What does it look like to you in person? Because photos can be deceiving depending on the lighting.
