I would guess a hormonal imbalance of some sort but I am no expert.

Oh right it just I've got this recessive pied hen who I tried to breed last year she sat on the nest box hole that was it her cere has never changed

Yours didn't let males near her mines got a bf lol No she never allows males near her. She chases them everywhere if they make any advancements and they are not allowed to use the perches as perches as well. The only place safe is the cage bottom. Poor cocks never stand a chance

Show breeders do not have the luxury to allow budgies to bond on their own as they need to get some certain results. But still the pairs are separated when they don't bond.
