My budgie occasionally used to have something like a seizure - he’d fall down, start shaking and moving his head, and lose his balance. This happened a few times, but it didn’t occur as of recently and he ate and flew normally.
However, this past couple of days, he’s been shaking his head around while having no energy at all. He doesn’t react when we touch him or anything. When we brought him to the vet 2 days ago, he acted more energetic (probably because of fright of the new environment) and the vets said he was fine and healthy. We told them about his “seizures” and they said if it was a neurological issue they won’t be able to do anything.
I attached a link of a video of how my bird is acting. He’s not getting up on our hand no matter what we do. It looks as if he’s nodding his head around and closing his eyes. If anyone knows what’s up with him, what I should do, or recommend anything, I’d appreciate it greatly. Thank you very much.
He’s almost 5 years old.

Someone more experienced will offer an opinion, I'm sure. I believe I know what I'd do in your circumstances but the first thing I'd want is a second opinion, just as you are doing.
How much time does your little friend spend in normal behaviours and how much is spent having these, I guess I'd call them, fits?

Honestly, from when I woke up his condition isn’t really getting any better. He’s just shaking slightly and standing doing nothing. I think I will try to make another vet appointment at another location, but for the meantime I am searching for things to do to help him feel better. Thank you very much for your response. I really hope I can help him get better.

I would get another opinion if you can.
Most important is to find a vet who is an avian specialist, if at all possible.

Agree, second opinion needed from vet. Take your videos to show them the symptoms.
In meantime maybe try to keep him comfortable with food and water on the floor nearby, somewhere nice and quiet so he can rest.

Oh poor little fella. Definitely needs an avian vet, could have been a stroke, seizure or even an ear infection. As clt80 said, but some food near to him and also his water, but not in a deep bowl or he could drown. Has he eaten anything? how are the droppings?

Keep him calm and warm, separate from any other birds. Is he eating and drinking on his own? If not you will have to give him water yourself, from a dropper or syringe usually works best. For food you can try soaking some of his seed overnight and giving him these, try a sprig of millet net to him, or if these don’t work try spoon feeding him some organic vegetable baby food. If he is inclined to overbalance and not be able to right himself, roll up a small towel - tea towel would work well for a budgie - and curl it in a U-shape around the front of his body, making sure his head is out and free to move. Good luck with a second opinion, unfortunately once a bird has that first seizure it is not uncommon for others to happen some time later and these generally are much worse than the original.
