Is it possible to see a video of your budgie doing this?
He/she could be hot (usually they will also hold their wings away from the body if they are hot).
Or grinding their beak/chewing seed.

Not uncommon, often due to some chaff or seed husk, dust etc getting down their throat and they are trying to dislodge it. You and I might have a drink of water, but budgies don’t drink much.
