Something as simple as a weak vinegar solution is good for a once-weekly clean. If you have had a sick bird and want to give the cage a good over-haul then you can’t go past F10.

I clean all my pet stuff, dog, rabbit and budgie with a mix of white vinegar and hot water for every day cleaning. Vinegar has disinfecting properties without harsh chemicals. Things will smell like a salad for a while but it wears off after about 30 minutes.
I would use something harsher if a sick bird had been in the cage.
