What has happened here? I noticed Herman going through a moult and he looked normal two or three hours ago. What is happening? This is incredibly sudden.

He looks fairly normal now?
I think his head got wet and that created the appearance of feather loss. Add to that the very unsettled behaviour tonight from all the budgies ... and I panicked.
Hmm. I think last week's events have affected me more than I knew.

We all panic from time to time. I was going to say it doesn't look too concerning to me. Those are quite a few pinnies around his eye and he may be scratching rather aggressively on a perch and rubbed off more face feathers than usual. If the weather is ok, offer him more baths or hang wet leafy greens for him to rub against. It might make him feel better.

He's a bit spiky and maybe wanted a bath. When Chipper went through his first big moult he kept jumping in the water bowl

I can see why you were worried though, it looks very dramatic.

Sounds like his pennies were a bit itchy so he’s dunked his head.
