I don't believe anyone who says that (1) you can't tame a Budgie unless you raise the chick yourself, (2) female Budgies are all grumpy and aloof.
Earning their trust is a slow process, but you have to go at their pace. And it's likely that not all of my six Budgies will want to sit on my shoulders, like Willow does. But they still watch me, chirp at me, and eat from my hands. I enjoy the interactions. (And I already have two Cockatiels who can't stand to see my hair neatly brushed...they must re-style it.)

How lovely. Wish one of mine would sit on my shoulder! I think Willow decided to try it after watching our Cockatiels. Now Basil and Topaz will sit on my leg/knee because they watched Willow.
One method that I've tried with the others is putting treats/food in my hand, as usual, and slowly bringing my hand a bit closer to myself over time. This worked when the Cockatiels were still uneasy around us. You can also try holding millet against your shoulder. After doing this for days in a row, someone might try eating the millet there.
