as title how does one teach his/her budgie to talk? is it just a case of repetition ?

You need to say the same phrase over and over to them. Nothing too complicated, and make your voice sound a little "sing song" if you know what I mean.
You also need to do this when they are most receptive. Those times when they are happy to sit on your finger for a long period, just sort of looking at your curiously and listening to what you have to say.
Sometimes it takes a while, and then one morning they'll just start warbling away.

as title how does one teach his/her budgie to talk? is it just a case of repetition ? Yep, Bobble, repetition. Persistance and patience are the best two words to remember with budgies. But there is nothing to say that your budgie is going to be a talker. Some are, some aren't and the only way to know is to wait and see. Repeated phrases are more easily picked up because they are hearing them regularly. Things you say to them while you are playing "who's a pretty boy?", their name and "good boy/girl" etc. Just don't have all your expectations high on them learning to talk, otherwise you may be in for a huge disappointment.

The key is to have one budgie only, preferably male and no mirrors etc in the cage.

The key is to have one budgie only, preferably male and no mirrors etc in the cage. Not so sure about the mirror part, BB, Bluey always had a mirror and still had lots to say! In fact I would say he even "practised" in front of the mirror and then showed us what he could do.

In fact I would say he even "practised" in front of the mirror and then showed us what he could do. The idea is to make yourself budgie's only friend. But of course there are always exceptions.
