As Barrie said, wider cages are way better than taller cages.
They would need a bigger cage if they will be in the cage 24/7. If they have some daily flying time, a smaller cage would do too.

Thanks Barrie and BB, I hope to get the wider, taller one out of the two as it offers a lot more available space, considering your advice you offered will the wider one (61cm wide) be wide enough? Also on the topic of letting them out for flying time how would i go about this as Joey continually hops onto my hand but never wants to come through the door, how would i go about this? thanks Lew

I guess 61 cm in about 24 inches. A 24 x 18 x 18 cage is good enough for two budgies.
Do you mean that Joey doesn't want to come out of cage?

Cage is their home and they don't like to come out if they don't feel safe outside, their surroundings are new and so on. Since how long do you have him?

He should be feeling at home by now but some budgies can be shy. Leave the door open for some time every day while you are there with not much disturbance around and he would start exploring outside soon.
