I will give you one example
In hot weather my neighbour takes her bird cage outside in the sunshine, one day her cat knocked the cage over, the door flew open and the bird escaped

My answer (if I am understanding right) is that when you take your birds outside for some sunshine in their cage you should never leave them unsupervised as they can get scared by other birds or pets such as cats and dogs, or as in your example their cage can be knocked over by a cat or a gust of wind and they will escape or be killed.
Also you should keep them partially under shade as the heat could be too much for them.

It's the opposite here. In summer everyone is inside including pets and A/C is on 24/7. I thought the question was about budgie illness in summer.

Dehydration if their water gets too hot. Apparently they won't drink if the water is hot? I find that a little hard to believe, but.....
Apparently overheating can cause fits. Is this true?
