I have two male budgies who weren't brought up together but now live in the same cage. I introduced them slowly and made sure they got on ok and yeah they do have bickers sometimes but nothing major and no feather pulling just shouting at one another but it calms down quickly. Now my newer budgie seems to be different after a few weeks of living together he seems to have lost his voice and is more clingy towards me which has never really been the case with him. He isn't losing weight and eats well but wondered if it has anything to do with him moving cage or if he is not well its hard to tell! My other budgie seems fine no changes with him.

It would seem, then, that the obvious thing to do is separate the two and see what happens with your quiet boy. Maybe there is something going on that you aren't allowed to see ...... they are clever, and can be sneaky ..... who knows???

The not singing does seem to suggest a physical or psychological problem.
As Hezz suggests, separating them into different cages for a week might show whether it's behaviour.

Thank you i shall see if this works he is starting to speak a little again but seems to be overly clingy to my other budgie now instead of me...its very strange just hope this works would rather swap him into another cage than have him unwell!

So would we. He may not be a confident sole, and the moving has disturbed his equilibrium. How old is he? You may have to make a few changes before you notice him returning to his natural state, but I suggest that once you have him back in his own cage, any changes you make are small and allow him to take his time adjusting. This is how I would approach the problem, if that is any help.

Im not sure how old he is as he was not originally mine and his last owners were neglectful. I had to spend alot of time with him to teach him to fly and get him to lose weight he was a poor soul but i think he is older than my two year old budgie. He seems to be a bit better now that he has moved cage but i give him the option to come out when ever he likes and he seems to enjoy this!
