With his wings, he's definitely clipped. I see you're from Texas. It's quite common in the US for birds to be clipped, though it's generally frowned upon in other places as it means they can't fly and be birds.
You can use the time you've got with his clipped wings to set about training and taming him. See the stickies on this. They'll grow back in time, and it's pretty cool to have a bird flying around as they should be, as long as you budgie proof your room.
They like company and don't like to left alone (flock birds get scared/upset when by themselves), so keep him wherever you are most of the time.

Jo's wings were clipped but not harshly and they have grown back beautiful, luckily he could still fly with his wings clipped and now acts like a dive bomber pushing the boundaries everyday to see what new thing he can fly too and land on. Christmas may be very interesting as I tend to go over the top with decorations, not the streamers and things on the ceiling, just lots of toys I make.
To get Jo eat fresh fruit and veg I used to put them on a mirror so he thought he was eating with another bird, now anything goes especially off my plate, I now have to eat when he is in his cage. An interest few days now as my daughter and her husband are coming to stay and they often have plates of food on their laps, hmmmmm wait until he lands in their food!!!!!

We are not sure. We just got him yesterday. He is pretty quiet at the moment, that is normal, right? My wife put her hand in to move the perch yesterday and he hopped right on to her hand. We were pleasantly surprised. I am honestly amazed at the amount of information that is available. Overwhelming at times because we really don;t know what to expect. That is why I jumped on here because you all seem to truly love doing this and have a wealth of knowledge. Please do allow them to grow back. There is a whole heap of difference between a bird who sits on your finger/shoulder because it wants to, and a bird who sits because it doesn't have a choice. He seems pretty quiet at the moment ...... is this normal? Well, that very much depends on how he has been raised, and without flight feathers, he cannot fly away, so that is a really hard one to answer. More info needed ..... how old is he?, was he handled by the breeder, did you get him from a breeder or pet store , and etc etc .......

We got him from PetCo. We really have no idea of his age. We are trying to track that down from the store but they are not that well informed it seems. That is all we know right now.

I vaguely remember that one. My oldest daughter loves the Little Mermaid and she was very excited about it. Going to make a Dinglehopper toy for him.
