I have 3 budgies , 2 males I got a year ago and one female we found under a bench 6 months ago. they are all in the same cage she's the boss but they get on well. they are let out and fly around my lounge and seem happy but recently one of the males has been displaying courtship behaviour with the female for the past few weeks. They seem to be looking for a nest as they are investigating everything and seem very interested in my wall light! I don't want them to breed and will cover it up but am I being cruel not allowing them to breed and if I did get a nesting box would the second male cause problems?

No you are not being cruel, you are controlling your bird population! If you don't want baby buds then don't supply a nest or something that can be utilised as a nest. If you do decide to get a nesting box, first read the sticky threads about breeding, as there is a lot to learn first. Separate the breeding pair from the other male as he could cause a lot of problems. Some people do colony breed, and it is one of a personal preference, but not mine. I pair off into individual purpose built breeding cages. You can attach a commercially available nest box to a cage, no problems there, but remove the second male for safety sake. Please read all you can before starting to breed, as the birds need to be in very good condition as they need a great deal of strength. That is a bit like the fallacy that all bitches should have a litter of pups before they are spayed. Not so at all; as Budgies Retreat has said, do not provide a box and take the trouble to remove/cover anything else that they might use as a nest. Your hen might still lay eggs; remove these as soon as you notice them.
