I found (like an hour ago) a budgie newborn but it was outside the nest, I put it myself two time inside the nest, but the budgie mother kept moving it outside what should I do ? the vets are currently not available ?

Do you have another breeding hen who you could put the chick under? It needs to be kept warm. If you don't have another hen to help out and the mother hen is intent on removing the chick, then the best you can do is put the chick into something that resembles an incubator. And you will need to feed the chick yourself. Can't really add anymore to what Hezz has said. Usually there is something wrong with the chick for a hen to throw it out . If you have no other hens to foster it to i would try hand raising it as a last resort but it doesn't sound good, sorry
