Where are you keeping your budgies?
It is different from inside cage to an outside aviary. But not any specific time though.

i'm keeping him in a cage but he's pulled out his left primary wing at the moment so he cant fly he just crashes to the floor

Caged pet budgies will fly anytime when we open the cage door. Anyhow it is better to have a routine for cage door opening. They will go back to cage once they are hungry. Just make sure there is no food or water outside so they go back to cage themselves.
