I've had my baby for 2 weeks. Since then I've been putting my hand in his cage, he randomly jumped on me once and started preening his feathers so I don't think he's afraid, but he's not been on my finger since. When I put my finger to his tummy he just leans back an won't step up!! Do I keep trying? I'm worried I'll push him off his perch!! Just wondered what to do next, he doesn't seem too afraid but hes really not interested in me at all! I've tried offering him millet too but he won't take it. I know it's early days and I'm in no rush but just wanted some opinions/tips about how to proceed from all you experts please!!!

If you keep gently pushing him with your finger he has three options. 1) he gets pushed off the perch. 2) He steps on your finger. 3) he jumps over your finger.
Keep trying and he will step up. Not guaranteed. I have one , Whiskers, he will walk all over me but will not step up on command. I have another one, Joey, he will step up but nothing else and the I have a female Edward, she will do one of three things 1) move across the perch. 2) attack the finger. 3) step up.
As you see they are all different. Just keep trying and see what happens. Give it plenty of time.

You won't push him off his perch jemma, he will either step up, or fly to another perch, it's all about PATIENCE with budgies, if you have the patience, the rewards will come. Keep trying to tempt him with small pieces of millet. Good luck

As jellybean has said, you will not push him off his perch ...... and he has wings, he is not going to fall, so give him a push, push a little harder if needed, and each time say step up. Once he starts it will not be long before he steps up without a command. In fact he will quite quickly learn that the easiest way to stop an annoying finger from being annoying is to step up on to it. If he doesn't react to millet it is possible he doesn't know about millet, so hang just a small part of a spray in his cage and let him learn about it himself, first. Once he is eating it, do not replace it but use it as a training tool.

I totally agree with all comments above. If he already has millet in his cage, take it out and only use the millet for training purposes, if no millet in the cage, buy him some (not expensive) and give him a spray in his cage, he will love it. once he has had the taste of the millet, take it out of the cage.
Keep your training to 15 minutes maximum at any period,,,no longer,,, try to stop the training on a positive action with a treat given.
Patience is the key, he nearly trusts you because he lets your hand in the cage, he lets your finger touch his breast for the step up command, a big step forward, you just have to be just that little bit more forceful with him and make him step on your finger, he won't fall of as said above, plus he will get to know that you are the boss, not him. I hope this helps. Shewy
