I was wondering if there was a way to distinguish between mites and a molting budgie? Especially if one was molting around their eyes I think that'd be hard to tell. Last time my budgie was molting I noticed his cheeks looked sickly almost but it went back to normal after he finished his molt.

Mites are generally around the corners of their beak and cere, if not in their beak and cere, if you are talking of the most common of the mites, scaly mites. If you are not sure, there isn't much harm to be done by waiting until the moult is over and the pin feathers are growing in, and reassessing the feather growth then.

He has pin feathers on the top of his head which is why I'm pretty sure it's molting. But it's good to know how to spot the difference

I'm not sure how you could miss him moulting, though. I end up with a carpet of downy feathers all over the floor. The feathers from one moulting budgie is bad enough. Times that by four ..........
