The thing that swung it for me Hezz is the sides of the cere are too dark to be a hen and looks like the cere is changing to full blue But hey what do I know!

I'm sorry to say but because of how blue the cere is it's definitely a boy. Not necessarily, girls can have light blue ceres.

Yes they can have light blue but in this case the cere isn't light blue it's a very darker blue which hints to me that it's turning towards the male. If I am wrong I will apologise about the female being male. But I'm 100% sure this little budgie is in fact a male

The cere is very blue where it is blue, but male ceres are usually a more consistent colour right through. H's is not, and is very pale where it isn't blue. Or is that simply the lighting??? Maybe pamela318 would like to confuse us even more and add some more photos??

I'm not saying either way, but I would like to comment on the cere colouring of Joey who is definitely male. His cere is quite a mixture of very pale blue and whitish. It does go a little darker at times but in general it is nondescript. This could put a spanner in the works for gauging the gender of a budgie.

I took H into the kitchen as that is where the best light is. The colour isn't changing not that I can tell though. I left posting here a couple of days to see what kind of character appeared, chirps are shrill and squawking is kind of duckish but not aggressive, still a bit quiet but the past day or so we opened door and when it isn't open and she not tired seems to be at it with perch! I might just stick with calling her H, covers both bases 😀

That is DEFINITELY a boy unless it has hormone issues there is absolutely no reason for it's cere to be blue if it is a female.
