Sorry about the title, just wasn't sure how to succinctly put what I'm looking for advice on.
I know Link hasn't been in quarantine long enough, but let me explain.
We are doing well with taming on Link's part. Basal, however, can't be out of his cage without trying to be with Link. He runs into the door of Link's room if it's closed, and has gotten to Link's cage numerous times. This kinda defeats the purpose of quarantine, I know. It's gotten to the point that I can't let Basal out. That's not fair.
I'm wondering if I can still tame Link if he's in the same cage as Basal. Basal has honestly done very well recently and I think he is a bit more tame since he realizes there's another bird. Or the taming process of Link just makes Basal look a lot more tame. Should I stick to the rules and keep taming Link individually and hope for the best with Basal? Just this morning I opened Basal's cage to say good morning, turned my back for 2 seconds, and he had flown to Link. Getting him back to his cage can be a challenge, but he still responds to commands so long as you don't try to remove him from the Link's room.

Since quarantine has been broken, there is no real reason to keep them separate. You can train them together, but also train them apart, even if that might mean moving either one to a different cage and taking that one into another room and working with them individually. The only downside of doing that is that more often than not, and it will probably be Basal in your case, one will constantly call to the other, so the further out of hearing range you are, the better. If someone is constantly calling out to you, it is hard to concentrate on what is going on in front of you.

Thank you Hezz. I hate that it happened that way because I was being so careful. I think I'm going to still wait a few more days just to try to work with Link outside the cage. We managed well enough today until it was time to get him back into the cage. Basal has been going bonkers. But we will manage and then there will be two mischievous birds that can be outside the cage together.

I would have Link out somewhere else, and in a small room firstly. The small room helps with getting them back into the cage, as you are not traipsing all around a big room following a flitty little bird who does not want to go home. It also gets Link away from Basal for his training.

Link is in the small office (OH's room) currently and that makes for a great place to try him out. He's definitely not big on hands outside the cage even though he's immensely better about them inside his cage. I think today is going to be a good long day where I let him out and I'll just read a book while he decides what he's doing. Then every now and then just approach him with stepping up and such. But I also think I'll close the office door and let Basal out. Hopefully he won't go into the door again. He's been very lively.

Well I hope you have better luck than I did. The last time I tried to tame an old bird I got a right old wack at the back of the head.
