I've had my little boy, Enoch, for almost three weeks now. He eats, sings, does flips, and is just full of energy. Well, a day ago, it was cage cleaning day and I let him fly around my room and just get some exercise. When it was time to get him back in his cage, yes, he would fly away, but he stepped on my finger for about 4 times. The first 2 times, he would step up then fly away. The third time, he sat on my finger for about 3 minutes calmly then flew off. The last time, he let me place him back in the cage. Sooooo, is this progress even though he flew away? I don't believe he was scared, it was more like he was testing me or playing tag. I feel like our taming and bonding would go better if I had millet. ;-;

Sounds as if it's going well to me. You could try the odd bribe (millet works pretty well although my lot also like baby spinach leaves and it's less fattening).
Budgies are very much creatures of habit - once something has become established they are not that keen on change. So... rather than regularly offering a lump (cut some from a full millet spray) you could get your bid accustomed to expecting a treat once the cage was cleaned and it was time to go back in. Put the treat in the cage. Vary the treat/s. (Go easy on the millet spray - it is high in carbohydrate so can be fattening)
Doing it this way rather than always holding a "treat" will mean the bird will become accustomed to sitting on your finger but not expect a treat every time it does.
It takes loads of patience and repetition. If it goes wrong one day - just carry on the next day and keep at it. Best of luck.
