I'm new her but I've been looking all over for answers I have 2 birbs a Male and a female, this is the first time I've had a pair and my second time having parakeets the females cere is completely black and it has what looks like blood on the feathers above its cere and I'm super worried because if it's an infection there aren't any vets who take bird where I live and if their fighting I just dont notice they squabble a bit but they're usually ok they dont like to be to far from each other

Hi and welcome mzt66600Sadly we would need a picture of her to get some idea of what is happening here - it may be that she is coming into breeding condition as some hens ceres can turn so dark they look like they are black. If you could share a photo then we might be able to help further

Thank goodness.....they have a wooden nesting box but is empty what material should I put in the box for them

They only need a box for breeding. Only do this if you want them to lay eggs and raise chicks.
Otherwise, do not provide a nest box.
