Carl, I think you need to get in close to your bird, camera on the macro setting with no flash, just natural light as good as possible. If you aren't sure on the sex, or do you know it is male and wanting to know why his cere has changed? You have the answers as to why a male's cere can turn, so I presume you are now not sure if it is cock or hen?

A bigger photo uploaded to imageshack or the normal (not the mobile) photobucket website would be more of a help.
I had a male with a brown cere but he passed away quite young. He was obviously ill.

Not necessarily, though, Carl. Budgies are renown to be free with their favours, with both male and female. My male budgie with the brown cere is constantly being fed by my younger male, who is always going through the showing off routine. I hope for your sake the bird is what you want it to be........who will be correct?

Well just a quick update it's defo a hen paired it with one of my males and I caught them mating You can be sure it is a hen when you get eggs, Carl. Cocks will mate with cocks, if that is what they want - I have seen it myself. When your pair give you eggs, then and only then will you be sure. A male with a brown cere is still a male regardless of how it acts, and how much like a hen it looks.
