Like a statue of an eagle, with their wings held away from their body a bit? They're hot. Mine do it if they have been flying about a lot.

Because they are hot and trying to cool down. It's known as "Eagling"

Definitely hot. It's a good time to give them a misting with water, as long as its not towards the end of the day. Don't want them to go to bed wet and get cold in the night.
