I have got a Pair of budgies , the female had laid eggs 1 day before l got her , now it's the second day l have then the male doesn't move much the female is laying on the eggs l did put my hand in the cage for five minutes he wasn't scared but didn't move , how can l tame him when should l start and when can l get them out , will the male be friendly and can get out while the female is laying on the eggs and if l let them out will they comeback to the cage easily ?

It depends on what you want really, do you want them to raise a family?, in which case you should be very hands off and let them get on with things otherwise you will put them off and they could abandon the eggs. If you want to bond with them and have two friendly sociable budgies you should remove the nest box and start the bonding process with them

Well the female is laying on the eggs can't l bond with the male while letting him provide for her l won't disturb him all the time but we still can bond , can't we?

No. Leave him to get on with looking after the nest and hen. If the cock is distracted, the hen will not be happy and will quite likely abandon the eggs. They are a bonded pair if they have gotten to the nesting stage, so in a way can be considered to not be separate entities.
