Could someone tell me what he’s doing? He does this every now and then. He’s not overheated or exhausted. He behaves normally other times I guess. Is this normal?

Does he get let out to fly?
To me it looks as though he's stressed by something.

My budgie Mango does this too, with his wings out from his body making a heart shape, while my other budgie is fine in the same situation. Maybe he just got spooked by something.

So, I’ve had Niko for about 1 month now. He’s still scared to let me touch him but is starting to let me a little. He doesn’t step on to my finger yet. My question is, can I let him out of his cage if he’s afraid of me? Will he go back to his cage on his own? I’m a little worried that I won’t be able to get him back in his cage if he’s scared of me touching him. Or should I wait until he’s more comfortable with me?

Wait until he is more comfortable with you - work with him in his cage. And no, he won't go back into his cage on his own. Not until he is more comfortable with his surroundings and gets to know that that is where the food is to be found.

When I first got Tweetie Pie he used to do that. I decided that it happened when he was startled or afraid. He would hang onto the side of his cage for the longest time. I put a perch way up top in his cage ( he wouldn't sit on his swing and still doesn't) and he would crawl up to it after hanging onto the side of his cage. He's gotten used to the various sounds and noises now so he doesn't do that anymore. You might try covering his cage on three sides until he used to things. That might make him feel more protected - it helped Tweetie Pie.
