That is unusual. I've not seen that before. Is it stuck to his feathers, as it looks like, attached to his cere?? Have you attempted to remove it yourself? I'd be tempted to try to loosen it with some warm water on the corner of a cloth or similar as you say it has happened before and then came off.
Are his nostrils clean and clear?

To my untrained eye, it looks like some nasal discharge that has gone hard. How is the budgie healthwise, what do the droppings look like?

Possibly, which is why I've asked if the nostril are clean and clear. It is awfully dirty if it has come from the nostrils, and awfully thick, looking more like blood, and looking like it is stuck to the feathers. Poster says he is not presenting as ill.
