Does anyone else's bird just sometimes...not come out of their cage? Corvo will be getting antsy and hopping everywhere, screeching occasionally and acting like he wants to come out, so I'll open up the door and...nothing. He'll finally sit still on his favorite perch and just sing to himself. He'll stay there for hours on end and act perfectly content. He knows how to get in and out of the cage on his own and is really good about putting himself away, but sometimes he just likes having the choice of leaving his cage or not? It's pretty cute, honestly.

Indie’s like this, though I’ve only had him a couple of months. I’m hoping my other budgie will be a good influence on him in this respect.

Yes!
My daily routine is that I wake up, uncover the cage, change the water and food, and open the cage door ... they have 1-2 hours to come out and play before they have to go back in so I can work. They get another hour of open-cage at lunch time, and then when I am done with work they have one more hour before their bedtime.
Some days they are eager to hop out, do some clicker training, fly around like hurricanes.. Some days they are lazy/sleepy and don't really wake up until their time is up. And a lot of days they just.. don't come out. They jump around and play in the cage, but completely ignore the open door.

My guys also decide when they'll come out. Sometimes one or both will come out as soon as I open the door. Other times they'll stay in and play or sing calmly and then come out an hour later. I think it is somewhat weather related. If its cloudy/overcast, they stay in and come out when the sun breaks through. Most sunny days they are out right away. But then there are exceptions to this.

Pip always came out but this last two months he will not. He has had a really, really bad moult, you never know, one day he might venture out again.

Buddy had a really bad molt a couple months ago. He lost some wing flight feathers and tail feathers at the same time. When I opened the cage door, he'd sit on the door rung and try to fly up to the top of the cage. He'd squeal and flap but couldn't get enough lift to get up there. Then he'd go back in the cage. I felt so bad for him sitting in the cage watching Tweetie Pie fly around and play on top of the cage. Now he's just fine and flies around enjoying himself.
