Hi, Ive recently gotten 2 roughly 1 year old budges. Its a bit of a story as im their 4th owner in that time and its understandable there a bit nervous shy around people. Ive had them for about 5 months now and when i first got them they just sat around quiet all day now they both sit and tweet away, kiss each other and fly around so im guessing that their happy. At first whenever i used to go near the cage they'd go mental but now i can put my hand in and put it right next to them but whenever I go to touch them/try and get them on my finger they run away tweeting. Ive tried bribing with them with millet spray they just look at me. Whenever they're out flying they fly really close to me like they want to land then change their mind at the last minute. Is it ever too late to try and tame a budgie or will slowly and surely win the race? I dunno if this makes any difference but ones a boy and ones a girl. Attachments:

I believe if you have the time and dedication to put into trying, you will get there eventually. You will have a difficult time, having to work with two, so half the available time you would be able to spend with only one.
