Would it be a wise move to have 3 hens and 1 cock together? Or stick with 4 hens? I'm really struggling over this choice

I've done that before they do fine in my experience. Other family members have done the same without issues.it should be fine either way. Aslong as you don't give them any kind of breeding stimulation. Intact in my experience it actually stopped two of the hens fighting (they didn't like other from the off). But it will depend on the personality of the budgies if their particularly aggressive etc. The more reserved the hen the less likely the chance of fights.

Any breeding stimulation will be a disaster with 3-1 numbers unless the pair is caged separately.
