Hi and welcome. That’s totally normal. Just keep talking softly, and blink slowly back so he/she knows you’re not a predator. Some budgies take a short time to acclimatise, some longer. It’s all a matter of patience and following it’s lead, when they’re new to you and all they’ve known
How old is it?
We’d love to see photos

Yes, this is normal. As ffiscool said keep talking to your new budgie softly and blink. When I first brought Tweetie Pie home, he didn't do anything for almost 3 days. During that time I read that budgies need sunlight so I moved his cage to a sunny window (bright but not direct sun). He immediately cheered up, chirping and singing.

That’s good. If you’re on your phone on this site, go to the bottom and click desktop. Once you’re in that mode and you do you’re message, you’ll see add image
Has the budgie still got the bars on its head from just above his eyes
They need quite a lot of sleep, I didn’t realise this myself way back, I think they say 10-12 hours

Has he/ she got a name yet? Sounds like could be quite young if the bars are still there. I cover my budgie Charlie for about 12 hours a night …usually around 8 pm. I think you budgie is very lucky to have such a caring owner 👍🏻

I cover my two according to the season. When the sun goes down and its "dusk" , not yet pitch black outside, I cover them. Right now in summer, that's about 7:30pm. In the middle of winter, its about 5:30pm. Mine will let me know when its bedtime. They climb up to their sleeping spot. If I'm distracted and don't cover them, Buddy will start calling to me. They also get up when the sunlight is bright and Buddy lets me know by starting to chirp to come and uncover them. Right now that's about 7am on a sunny day. If its a cloudy day, I uncover them at 8am.
Taking care of my two guys and playing with them is the best hobby I've ever had!

Sorry it’s not clear enough, for me at least, to tell much
It would need to be a face on photo and good lighting

Our bird was also like this the first month, then we tryed to put our hands in the cage to see it it would step up and not be scared..we did this few days each day until our bird actualy was on our finger in the cage.
Also try and say some random noises with ur mouth or flick ur tongue or click ur teeth..any noise it can relate and know you on.
try give it fruits in th ecage from ur hand
