This morning my budgies are starting to annoy my neighbor and I fear if I can't get them under control I will have to re-home them.
I have four budgies two in each cage. male and female in each cage. The females keep climbing the walls of the cage literally going crazy and one of the females has already broken her tail feather and she keeps hanging from the bars then she twists her body then gets her foot stick and she keeps doing this. I'm worried that she will cause herself a serious injury if she doesn't stop doing this.
I moved the other cage into the bedroom away from the other cage but then they just started chirping endlessly very loudly to each other which started to annoy the neighbors.
I can not put all these budgies in the same cage because they start getting aggressive and fighting each other.
For now I've covered both cages with blankets to calm them down. They have never been like this before.
What do I do?
Any tips?.

They are doing this because they want to get out of the cage and be with their friends. Do you allow them out of cage flying time?

I let out the tamed one but the other 3 are not tamed I only got them last week and I don't know if I'll be able to get them back into the cages once they are out. I was hoping to tame them a bit before they got flying time out of the cage but it looks like I not have that choice. All there food and water will be left inside the cages so hopefully that might entice the new budgies to go back in once they have there fly time.
Edit: I've just let them all out for a fly around.

The budgies will return to the cage if they know that their food and water is in there. The only question is, will they all do so at the same time?
This issue resolves itself at the end of the day in my experience, as they will all want somewhere safe to roost overnight.

Two ended up sitting on top of the cage and went to sleep and the other flew to the ceiling light and perched herself on there. I was able to gently grab her and put her back in her cage and then I tried to find ways to guide the other two the entrance of the cage but they couldn't see it despite it being in front of them but I got them in one by one in the end.
All four are in the same cage now and are doing much better. There has been no fighting, they seem to be getting on now.
Tomorrow I will let them out again. they like my Pothos plant a lot so I will probably have to move them into another room otherwise I wont have much of a pothos plant left. I've given them some vegetables so they can nibble on those instead. They were easy to get back in. I have very high ceilings so as long as one doesn't decide to perch on something out of reach then they will be easy to get back in. I'd rather they go in by themselves but I guess it will take some time.

Good job! If you let them out at the same time every day and then put them back in the same time every day, they'll learn to go back in to avoid being caught.

Devil’s Ivy is toxic to most animals; make sure the budgies do not have the opportunity to go near it from now on. The female budgie had a little nibble on one of the leafs and stem but shes seems to be fine. She has been eating more than the other budgies I gave them some vegetables. Hopefully she should be ok. She is a terrible flyer and she always landed on the pothos vines when out and them as soon as she started to have a nibble I mover her away from it.
They have there fly time in another room now with no house plants.
