Buying a cage for a new budgie. I see .4" and .5" recommended, so I wanted to be sure. Thanks!

It somewhat depends on the size of the budgie. The concern is with the potential for the budgie to get his head between the bars, getting his head stuck and then hurting himself and possibly dying. If you are getting the typical budgie sold in the US, they are around 25-30grams so I would go with the smaller bar spacing. If you will be getting the larger exhibition/British budgie, they are typically around 50-60grams and the larger 0.6" bar spacing might be ok.

I wouldn’t. Stick to the recommended 12mm, because while there may be variation in budgie sizes, the overall size of their heads isn’t going to be all that much different. I would think twice before using that size even for my sun conure - he is notorious for getting himself into small spaces.
