I have been through the usual quarantine procedures/seperate cages etc, and I've just introduced what I am hoping will be a friend for my original budgie. This has been outside the cage. No fighting or anything like that going on, but he's ignoring the new one and flies away whenever he's approached. It's like he's saying "I don't want to know you." The new one seems keen to socialise. Is this normal? Any tips or do I just need to give it more time.

Not sure about everyone else, but in my experience it's been pretty normal, even when I've introduced one bird to multiple. Give it some time and the first budgie should come around to the idea that the newbie is staying and part of the flock.

When I introduced Herman into the flock he was ignored for several weeks at first. I felt so bad for him, he was trying so hard. Too hard, I thought. He's been with me more than two months now and he is an integral, if boisterous, member of the flock. He and Eeyore especially appear to be friends now.

When Chipper came, a lot of the current budgies didn't want to socialise with him as he was young and boisterous and basically too full on and annoying.
He's calmed down a lot more and they play with him. Just takes time.

It might help to change around the layout of the cage. I never had this issue with my previous budgies until Pitto died, and Biscuit was really ticked off with me for bringing this intruder into his territory, and most of the time, he completely ignored him. Toffee would snuggle right up to Biscuit, and Biscuit would refuse to acknowledge his existence. But he was fine with him when the new bird was in the sick cage. So changing the cage around can make the old bird feel less territorial.
