I think he is having a lend of you, Moogie. He is just pretending, or not really sure how to go about it. How about if you fold the leaves over and over on themselves so they are a decent thickness and maybe also a bit more rigid. Remember he is used to having to crack seed, so if he never had greens things before and comes across something soft ......... maybe he doesn't quite know how to handle it. I don't know if that is even plausable, but it kind of makes sense to me. It means you will waste a bit, as you will need to use a big leaf to get the leaf-parcel stiff enough. How does he go with a small round of carrot? Some people find their birds get interested if they grate carrot over the seed - means you have to throw away the seed when you throw out the carrot. To start with I used a vege peeler and took rounds off through the top of the carrot. (I wonder if lots like carrot because it has the crunch factor?) Then later when that didn't last long enough, just cut rounds for them about half a centimetre or quarter inch thick.

Does Elfie sit with you on your shoulder? If so, grab some fruit or veges, like a thin slice of apple, a strawberry, a piece of basil, etc, and you eat some right in from of him, then offer it up. Have we already suggested this? I can't remember.
The process of getting him to eat his greens might take a while. Try chopping them up into micro bits, the size of seed. Maybe that will get him over the difficulty in tearing stuff with his beak.

Yes do the nom noms but he doesn't sit on my shoulder quite yet... I honestly think Hezz he hasn't got a clue what to do with it.... Well yesterday i put in with some seed cucumber corn celery and parsley and at first he looked at it and me with the look of "what do you expect me to do with this" but then seemed to delve in although there was a big gap when i went to chuck the rest out I'm still not sure if he ate any or again just the seeds??

They often don't eat a lot of it. It's often baby steps - and baby portions - in the beginning. Trying even just a little is a really good start. He needs to get a taste for it, and to recognise it's good, it's tasty, and it's food.

Corn seems to be a big favourite, as is carrot. That is great though, that he has finally tried something. I didn't bother with offering you the "eat some yourself" as I figured you and Elfie aren't quite at that stage of bonding, but you have obviously done something right - persevered! With leaves I find that my guys will sometimes and others not, but I know that "not sure how to tackle this" look they get, so that's why I roll the leaf up sometimes, and make it a bit firmer for them to get hold of. He may well go ahead in leaps and bounds now. I hope for your sake he does.

Had to laugh at that Moogie. ;D I am confident he will give other things a try now - he has got the idea you aren't offering him yucky things, in fact some of them are damn nice! Don't overload him with new things though - budgies don't like a lot of change - so I would give him corn again (maybe throw in some pieces of grated carrot as well) but at this stage keep it simple. Once you know he is eating the carrot too, then start with the leaves. Also good for them, if you are feeling horticultural, is plant some seeds from his seed mix and feed the sprouts to him. Mine won't eat their sprouts, only snowpea sprouts if I buy them. But the little heads of millet go down a treat - first time I tried they spat it out, little blighters, but now we are all good.
