I have 2 little baby budgies that don’t mind stepping up onto the finger and one of them enjoys a neck scratch and little cuddle. I’m having issues with getting the birds to feel comfortable and safe on the finger and not desperately try to get back to the cage or the other birds. I want to have a great bond with the babies as the parents do not like going too far from their cage or even really sit with me for long. I have had budgies in the past that would sit and watch tv with me but I seem to be struggling with getting the babies to want to stay with me. Any help would be so wonderful as all I’ve ever wanted is birds that enjoy sitting with me. For info the babies and parents are in the same cage together Attached is one of the babies when we had a small cuddle.

Do they have any special toys that they like to play with that you could play with to entice them over?
Failing that a tasty treat such as millet?

What a lovely little baby!
7 weeks is very early days for getting an established bond. I'd just give it time. Work on getting their trust with regular contact, little treats of millet, and lots of time with them. I would imagine with such young birds you should manage to get them pretty tame.
They do have each other though for friendship, so they won't need to look solely to you for a buddy. I got a baby at 8 weeks and that joined my other bird after quarantine. They are both very tame and come and interact with me, but equally I get to watch their antics together which is easily as much fun.
