I've just noticed Mhoram's tail and cannot recall having seen similar on any of my budgies: Close-up: What I think I'm seeing is two new feathers growing through but they look like they are still partially encapsulated/sheathed. Does it like like that to you? Is it normal? I won't get better pics than these so if they are inconclusive, I will just have to await developments.

This is normal I think. At least Toby has had tail feathers that have stayed in a sheath for ages. I used to tease him for being too lazy to preen them off properly!

I've seen them a couple of times. Normally they either fall out or the bird gets annoyed with them and won't leave them alone.
Only time to be wary is if they still have blood in them and they break.

Being a long feather it only makes sense that you are more likely to see the feather still sheathed while it grows to its proper length. It is most likely that the feather is just sitting in a different position than usual. I’ve noticed this with my own - a short tail feather or still-sheathed feather seemingly there one moment and not the next when the truth is that the feather is then sitting underneath one or more other feathers.
