The only birb who will reliably approach the bath and get in, is Chocobo. Chocobo in the bath attracts between one and four budgies. All of whom get chased away by Chocobo if they try to join her in the bath.
I'm getting used to birb logic but it doesn't get any easier.

Sounds like they are either playing a game, or waiting for the day when Chocobo changes her mind..

Chocobo does change her mind - usually only to allow Gurgeh to hop in - but she always changes her mind back again. And the budgies do wait for Chocobo to relent. Finrod is a superb example of this, he never gives up (for long) in trying to befriend the big yellow ball of sunshine.

Maybe if Finrod took Eeyore's example and ignored Chocobo, she'd follow him around playing peekabudgie..
