As far as I can tell, this is a real budgie. The mutation is caused by two different embryos merging during a very early stage of development. These mutations occur about one in ten thousand but may not always be readily apparent if the two "halves" are of similar colouring. What an amazing birb.

I think it's called a halfsider. I have seen this picture many times and yes it's real.
