I've been unable to take a good picture. Topaz has the lilac-pink cere of some males, but now there is a small blue-ish area between his nostrils. He also has a few scattered spots of black feathers, which have darkened a bit since we first got him, eight months ago. Could his cere simply be turning blue?

It's not impossible. One of my budgies, Mr.Kiwi, had this pink-like cere for the first few months, but it darkened into a deeper blue around the 7th month. At first, I thought it was a female, but later realized it was a male. So there's that.

The pied mutation, if he is one, can also affect the cere causing it to be two-toned if that is where the pied gene is influencing. Some do, some don’t just as the mutation causes different effects of different birds.

Thank you for the comments so far. I managed to take this photo today. Still not a great one, sorry. If you zoom in, you can see an area of pale blue forming between his nostrils. He also has that dark spot near the end of his beak, which I thought was a bruise. I am under the impression that these small bruises typically disappear over time, but please tell me if I am wrong. He is acting completely normal - energetic, curious, and following me around the bird room!

He is acting completely normal - energetic, curious, and following me around the bird room! From what I can make out from this photo, the blue band across his belly, he is a recessive pied which means that he will never get the bright, deep blue of the other males so while there is a blueish tinge he should (if he is indeed a recessive pied) keep that pinky-purple pearly sheen. The bruise should fade over time, just as your own would do.
