Hi Jansuso, whereabouts in the north west are you? Also may I ask why you want a hand reared budgie? There are plenty of budgies out there that are parent reared and they are lovely little things that I am sure you would be happy with

Its pretty hard to find a hand reared budgie and they are rather expensive if you do! If you buy an 8 week old parent reared budgie from a good breeder you have every chance of having a very tame budgie if you spent plenty of time with him/her from day one. I would recommend that what ever you buy, don't buy it until 8 weeks old when you can be absolutely sure the budgie can feed itself. If you buy a hand reared budgie then maybe it should be 10 weeks. Hand reared budgies take much longer to learn to feed themselves than parent reared birds as its much easier for a budgie parent to teach the chick to dehusk seed than it is for a human to do! From experience from handrearing a cluch of abandoned chicks I found they were at least 2 weeks behind parent reared budgies in their ability to feed independently. One or 2 took even longer!
